APC Crisis: Don't Be Arrogant - Orji Kalu Sends Strong Warning To Party Leaders

Former Abia State Governor and Senate Chief Whip, Orji Uzor Kalu has appealed to warring parties within the All Progressives Congress (APC) to allow party interests to supersede their personal interests.

The APC chieftain warned that there is the need for those in charge of the party to carry every caucus along in the decision-making process as the 2023 general elections approach.

Naija News reports Orji Kalu spoke against the backdrop of the current leadership crisis rocking the APC.

Taking to his Twitter account on Friday, the Abia North Senator said while the position of President Muhammadu Buhari as the party leader is supreme, selective leadership, arrogance, and nepotism must be avoided by party leaders so as not to tear members apart.

“I am appealing to the various caucuses of our great party, the All Progressives Congress, APC, to unite and harmonize for the overall interest of all.

“It is imperative that we put the interest of our great party ahead of our individual interests for the good of Nigerians even after the 2023 general elections.

“Therefore, I’m calling on those in charge of the party’s leadership to carry every caucus along in the affairs of the party.

“Selective leadership, nepotism, arrogance, and disregard for the rule of law should be avoided to save our party.

“The leadership of President Muhammadu Buhari as the leader of the party is Supreme. The Senate President, Speaker of the House of Representatives, Serving Governors, Former Governors, Serving and Ex-Ministers, Serving and Former members of National Assembly and other leaders of the party must rise to the occasion and defend the unity of the party,” he said.

Pakistan Reacts As India ‘Mistakenly’ Fires Missile Into The Country

Pakistan Reacts As India 'Mistakenly' Fires Missile Into The Country

India has on Friday, confirmed that it mistakenly fired a missile into Pakistan on Wednesday, March 9, 2022.

However, according to the Indian Ministry of Defence, it was an accidental firing caused by a technical problem and it is regrettable.

The government of India while noting that an investigation will be carried out on the matter, expressed relief that no casualty was recorded.

“On March 9, 2022, during routine maintenance, a technical malfunction led to the accidental missile firing,” a Twitter post by the Ministry of Defence in India reads.

The Government of India has taken serious view and ordered court of enquiry. Missile landed in Pakistan area.

“Incident is regrettable and matter of relief that there’s been no loss of life.”

https://twitter.com/DefencePRO_Guj/status/1502278266324848648

Reacting to the development, the national security adviser of Pakistan, Moeed Yusuf said the missile threatened the safety of civilians and had to be shut down by its military.

He added that it remains questionable why India would have to wait for about two days before acknowledging that it fired the missile into another country’s territory.

Yusuf added that the incident raises questions about the ability of India to manage such sensitive weapons.

“On March 9th, a supersonic projectile from India traveling at 40,000 feet covered over 250 km & landed inside Pakistani territory,” he wrote on Twitter.

“It has taken more than 2 days for India to accept that this was their missile launched ostensibly due to a technical malfunction during maintenance.

“This raises serious questions about India’s ability to handle such sensitive technology. This missile traveled close to the path of international and domestic commercial airlines and threatened the safety of civilians,” Yusuf added.

He accused India of callousness for waiting that long before officially informing Pakistan about the missile incident.

“It is also highly irresponsible of Indian authorities not to have informed Pakistan immediately that an inadvertent launch of a cruise missile had taken place.

“In a nuclear environment, such callousness & ineptitude raises questions about the safety & security of Indian weapon systems. Already, there have been multiple incidents of uranium theft in India and its citizens have even been arrested while smuggling uranium in the recent past.”

https://twitter.com/YusufMoeed/status/1502313842352795652

Meanwhile, Naija News reports that the rivalry between the two countries over the control of the Kashmir territory dates back several years and both India and Pakistan control nuclear weapons.

PDP Mocks APC Over INEC’s Dissaproval Of National Convention, NEC

PDP Mocks APC Over INEC's Dissaproval Of National Convention

The Peoples Democratic Party (PDP) has mocked the All Progressives Congress (APC) over the disapproval of its National Convention scheduled for March 26, 2022.

Recall that the electoral agency shunned the APC’s invitation to attend its National Executive Committee (NEC) meeting scheduled for next week Thursday.

INEC also rejected Governor Sani Bello of Niger State as APC caretaker chairman, stressing that it only recognises governor Governor Mai Mala Buni of Yobe State as the authentic chairman of the party.

In a statement on Friday signed by its spokesman, Debo Ologunagba, the PDP said the disapproval of the APC’s national convention shows that it lacks the legitimacy and statutory requisites to participate in the 2023 general elections.

The PDP added that INEC’s action indicates the failure of the APC to give the required 21-day notice for its convention, adding that the ruling party has become defunct.

The statement read in part, “This decision by INEC is, therefore, another unmistaken ‘red flag’ to intending aspirants on the platform of the APC in the 2023 general elections that the APC has become defunct and cannot validly, legally and constitutionally field candidates in the 2023 general elections.

“Our Party draws attention to the grave import of INEC’s letter to the APC, dated March 9, 2022, to the effect that APC’s NEC meeting scheduled for Thursday, March 17, 2022, will not be recognised by the Commission due to invalid notice; a development that will invalidate any decision reached at such meeting.

“Furthermore, INEC’s reference to the failure of the APC to give the required 21-day notice for its National Convention confirms the invalidity and unconstitutionality of any National Convention conducted by the APC’s illegal Caretaker/Extraordinary Convention Planning Committee (CECPC).

“As it stands today, regardless of the boldface escapist excuses, the Sword of Damocles hangs precariously on the status of the contraption called CECPC and the APC itself. This signals an existential threat to the soulless, precipice-bound bunch of pretenders masquerading as a political party.

“The PDP had earlier informed Nigerians, especially intending aspirants on the platform of the APC that the APC became legally non-operational when on December 8, 2020, it dissolved its National, State as well as Local Government structures and handed its affairs over to an illegal body.

“Moreover, the PDP informs such aspirants that the widespread intractable infighting for the soul of the defunct APC by ferocious ‘political warlords’ is not for election purposes but in desperation for the control of APC structures as pedestals to further pillage public fund before and during the elections.

“The PDP calls on Nigerians to note that the APC by its actions has commenced an inevitable descent into self-inflicted political extinction.

“We call on Nigerians to remain alert and hopeful as our party takes decisive steps to democratically take over governance in 2023 in our mission to Rescue and Rebuild our nation from the rudderless, vicious, clueless and visionless APC.”

Electoral Act: We Welcome Senate’s Retention Of Section 84 (12)

Here’s another instance of the political class taking Nigerians for a ride. In February 2021, the Chairman of the Code of Conduct Tribunal (CCT), Danladi Umar was caught in a viral video assaulting a security guard, Clement Sargwak, serving at Bannex Plaza Abuja. This was greeted by public outcry as Sargwak, through his lawyer, Timizing Venyir Ramnap, petitioned the Senate which referred the complaint to its Committee on Ethics, Privileges and Public Petitions to investigate the allegation of assault leveled against Umar by Sargwak.

Midway into its sittings, the Senate committee said it is suspending the investigation of Umar in deference to litigations he slammed on it and the Upper Legislative Chambers. Umar had, in the suit numbered FHC/ABJ/ CS/671/2021, contested the constitutional powers of the committee to conduct the investigation. Ramnap however insisted that the originating summons forwarded to the panel by Umar’s counsel were mere court processes and not declarative orders to be heeded.

While arguing that the court didn’t ask the committee to suspend its probe of the CCT Chairman, he said, “were it to be a valid order from the court of competent jurisdiction, the Senate may back out, but since it is not, the Senate through this Committee still has its constitutional powers on the case and can forge ahead with the investigation. We hereby wish to submit that the Senate do look at its position as contained in law by rejecting this temptation”.

Despite this submission and the assurance by the Committee Chairman, Senator Ayo Akinyelure “that the matter will not die like that”, the 9th Senate has since moved on with nothing more heard about their investigation into the manhandling of poor Clement by the mighty. This past development needs to be invoked to shed light on the duplicity by the President of the Senate, Ahmed Lawan, that a court ruling cannot stop the National Assembly from amending the Electoral Act 2022.

President Muhammadu Buhari had, in a letter to the National Assembly last week, asked the federal lawmakers to amend the recently-signed Electoral Act, by deleting Section 84 (12), which, according to him, amounted to the disenfranchisement of political appointees. This particular section requires political appointees to resign their appointment before participating in primary elections as either delegates or aspirants.

The Peoples Democratic Party (PDP) quickly filed an ex-parte application before the court of Justice Inyang Ekwo, arguing that Electoral Act 2022 has become a valid law that cannot be tampered with without following due process of law. Ruling on this application on Monday, Justice Inyang Ekwo barred President Buhari, the Attorney General of the Federation, and the Senate President from expunging section 84 (12) of the Electoral Act or preventing it from being implemented for the purpose of the 2023 general elections.

The Federal High Court in Abuja agreed that the Electoral Act has become a valid law and could not be altered without following the due process of law. In a bid to continue with his avowed pledge to approve whatever comes from the President, Lawan did not reckon with this reasoning by the court neither did he remember that his Senate had stopped investigating the assault on Citizen Clement over mere originating summons. How do Nigerians reconcile this cherry-picking and what example is the Senate setting for Nigerians as regards respecting declarative orders or judgments by the courts?

During the first reading of the bill seeking an amendment of the Electoral Act on Tuesday, Lawan found it “very necessary” to assert that, “The Judiciary under no circumstance can stop the legislature, the National Assembly from performing its legislative duties… It is within our exclusive right to consider whatever request we receive from Nigerians either from the Executive or private members Bill”. Thankfully, there were other lawmakers who were able to save the Senate President from himself towards tampering with the perception Nigerians have of the Senate as a practical rubber-stamp.

Senator Adamu Aliero had, in a point of order, drawn the attention of his colleagues to Rule 52(5) of the Senate Standing Order, and submitted: “Going ahead to consider the bill obviously will mean that we are disrespecting that order, and this is an institution of the Senate – the symbol of Nigeria’s Lawmaking body. We should not be seen to be disobeying the court order. No matter how bad that court order is, we should respect it. So, I’m of the opinion that we should stop considering this bill pending the time the court set aside that order, and I think I’m speaking the opinion of my colleagues here.”

Warts and all, Naija News welcomes this bold assertion of independence by the Senate, particularly as most Nigerians are pleased by their refusal to delete Section 84 (12) of the Electoral Act 2022. This section mandates government appointees to resign their positions three months ahead of primary elections of political parties. It’s incomprehensible why President Buhari will make this request at a time he has received lots of commendations for bequeathing a veritable legacy with the new Electoral Act.

It’s hard to see how this Section 84 (12), which the President and his men are uncomfortable with, is ultra vires the Constitution. Section 137(1)(g), 182(1)(g) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) already stipulates that a public servant stands disqualified from contesting the position of President, Vice President, Governor and Deputy Governor respectively if same has not resigned from that position within a period of 30 days before the date of the election.

What Section 84 (12) of the Electoral Act has now done is to elucidate on this constitutional provision and extend the period within which an ambitious political appointee must resign to a date before the conduct of primary elections by political parties. Naija News does not think that this is disenfranchisement since the appointee has the option of resigning from his position to exercise their franchise. It is heartwarming that this provision spells an end to the situation where holders of appointive positions get to eat their cake and have it.

It’s also a welcome development in that the provision guarantees a level playground for all aspirants such that the paraphernalia of office will no longer confer undue advantages on those serving in government who want to contest for elections. This prospect should easily excite every democrat as it is a new dawn in the nation’s quest for the practice of true democracy. We further laud the retention of Section 84 (12) in the Electoral Act 2022 because it will conserve the public funds expended on the emolument of political appointees who derelict their responsibilities for the arduous task of electioneering.

We understand the sentiment that the controversial provision may make elected officials perpetuate themselves in office since they won’t get to be challenged by political heavyweights like appointees serving at a higher level of government. This concern is countered by the fact that elected officials, particularly those serving in the powerful executive arm of government, cannot go beyond the two-term limit.

Although a national daily had run with the headline: “[For the] first time in 22 years of democracy, Senate goes against [the] agreement reached with sitting president”, this newspaper would rather Buhari does not plot to get back at the National Assembly. The President should bear in mind that it wouldn’t have got to this if he had treated the Electoral Act Amendment Bill with dispatch all along. Naija News, therefore, cautions against any distrust or animus between the executive and the National Assembly that may endanger future bills. Indeed, the relationship among the three arms of government can be harmonious without any of them being subservient.

Naburaska explained further that his gesture is in line with seeking God’s guidance and reward.

The AGN president, Emeka Rollas made this known while announcing the guild’s collaboration with the National Drug Law Enforcement Agency (NDLEA) for a nationwide sensitisation against drugs.

Rollas who warned script interpreters to desist from illicit drugs usage noted that sensitisation exercise became imperative in the wake of rising concerns over use of drugs in the country.

The AGN president also said drug abuse has become “a pandemic” in the country, adding that it has led to increase in criminal activities.

The sensitisation has become imperative because of the prevalent situation in the country as drug abuse has become a pandemic,” he said.

People on drugs have committed a lot of havoc by killing, stealing, raping and indulging in many terrible things,” the President buttressed.

Rollas said the sensitisation exercise followed a meeting between him and Mohammed Marwa, NDLEA chairman, in Abuja, Naija News reports.

Ballon d’Or: Organizers Announce Changes In Award Rules

Ballon d’Or will no longer be annual but summerly, organizers announced on Friday.

According to the French News Magazine, France Football, players’ performances would henceforth be observed during a season (August-July) and not a calendar year (January-December).

The changes means that the next edition of the individual player award will be for the 2021/22 season and not 2022, Naija News understands.

The organizers also noted in its series of changes that the upcoming World Cup will count for the 2022/23 season.

The publication, Naija News understands, contained an entity revolution compared to what has been before now.

Below is a summary of changes made by the Ballon d’Or organizers, as seen on its official website today:

Traditionally, the Ballon door award was designed to celebrate the best player of the year.

No change has taken place since inception until at this level.

The awards have been to celebrate the strongest from January to December (annually), to judge and gauge two half-seasons – January-July and August-December (sometimes accompanied by club changes in the off-season).

However, rather than one season in its entirety, the new change will see the award done per summer.

An even stronger lists would now be derived to emerge winners. Because the Ballon d’Or begins as soon as the famous lists of nominees are drawn up (thirty for men, twenty for women and ten for the Yachine and Kopa Trophies), it was decided to reinforce this essential step.

In order to present a selection of suitors as fair, indisputable and relevant as possible, have we acted to change the process which, until then, mainly involved the writing of France Football. To the lists of FF (and L’Équipe ) journalists will now be added those of BO ambassador Didier Drogba (for the men’s BO and the Yachine and Kopa Trophies) as well as that of the voter who will have shown himself the most insightful in the previous edition.

The award will now witness a more demanding voting system: Because the Ballon d’Or has gone from sixteen European jurors (1956) to one hundred and seventy (2021) spread all over the world, it can boast of an astonishing and indisputable universality.

This is what contributes to its influence and reputation. However, is the judgment ten times finer and better with ten times more jurors? Couldn’t the gigantism of the jury end up weakening it? The openness to “small” countries (those which have neither a big natural football culture nor historical legitimacy and not always easy access to images of the main competitions) did not risk from time to time parasitizing the ballot, lack of adequate knowledge or expertise?

A More clearer rules: Ballon d’Or rules have not changed much since inception and the criteria frequently give rise to debate.

Therefore, the organizers have thought it appropriate to refresh the hierarchy of the constituent elements in the vote for greater consistency and clarity, and avoid any ambiguities.
